Lelouch intentions:
1) his followers wouldn’t be executed for their crimes, especially the head figures of his army. They will have no place to run to regardless if they decided to join the new “Japan”; also Nunally’s secretary said criminals are to stay for their execution and get their identification blah blah. Besides the Britannians are itching to find any reason to purge the 1 million + rebels. So there’s no guarantee of the people’s livelihood if they had joined.
2) All the people that gathered will be recognized as an independent group and not part of Britannia in any way. So those that followed Zero will never have to bow down to Brit any longer and will take pride as being labeled rebels. This is a strategic blow, in that his followers regain/retain their morale from his previous season 1 defeat.
3) Lelouch was able to consolidate his forces and weed out non-followers. Those that don’t want to follow zero, those that are living pretty well off of bowing down to Britianna and have no reason to join will stay with Suzaku. Military wise this is an excellent move.
4) Lelouch made sure his Knights of the black as an organization will survive and not be dissolved into new “japan”
5) This draws the line between rebels and those that are willing to bow under Britannia. This way Lelouch has secured his academy and all those that stayed with Suzaku from being in harms way. Britannia will only see the place they occupied as free of rebels and won’t take the blame for every action Zero undertakes.
6) Lelouch enabled Nunally (his sole reason to wage war) to easily achieve her goal of a peaceful new “japan” or to mold it which ever way she or Britannia planned for.
So what does all this mean?? Lelouch will have China harbor his forces in preparation for the future onslaught of taking down Britannia and possibly leave japan conflict free to Nunally.
